Anyone who has spent time at the beach will know that there is a constant breeze that blows. When I added the tassel banner to my layout, I wanted to sort of recreate that feeling of the whipping wind - it's also not unusual to have clouds roll in in the summer. I also used up my very last scraps of liberty of london fabrics. May need to remedy that!
